    Esta pesquisa tem como objetivo analisar a produção científica, em termos de artigos científicos, dos Institutos da Rede Federal da região norte indexados na base de dados Web of Science, no período de 2009 a 2018. Destaca a história da Rede Federal, a criação dos Institutos por meio da Lei 11.892/2008 e sua responsabilidade com as atividades de pesquisa com a criação do Fórum dos Dirigentes de Pesquisa, Pós-Graduação e Inovação - FORPOG. Para amostragem foram recuperados 665 artigos científicos e analisados com indicadores bibliométricos como evolução temporal, revistas científicas, idioma, colaboração internacional e área de pesquisa. Constatou-se uma evolução temporal a partir da oferta de programas de pós-graduação stricto sensu nos Institutos. A maioria dos artigos publicados é em revistas nacionais, porém com prevalência no idioma inglês. Os artigos científicos dos IFs possuem baixa colaboração de coautoria com pesquisadores estrangeiros e as áreas de pesquisa se justificam pelos cursos ofertados na região norte. Conclui-se que a publicação em revista científica internacional, a busca por parceria com pesquisadores estrangeiros e a ampliação de revistas indexadas em base de dados de grande abrangência são fatores importantes para aumentar a visibilidade das publicações dos Ifs.     This paper aims to analyze job misclassification (or function deviation) in Brazilian organizations—an irregular practice that occurs when an employee is assigned to perform tasks beyond their original duties without proper functional reclassification or salary adjustment. Job misclassification is characterized by an overload of responsibilities, where the employee carries out activities of greater complexity and technical demand without formal recognition or corresponding compensation. This phenomenon is increasingly common in organizations, especially in the context of organizational changes, internal restructuring, and growing pressure for productivity. Through a theoretical, bibliographic, and documentary analysis, the study seeks to understand the causes and impacts of job misclassification, as well as explore the legal and organizational consequences of this practice. By addressing current labor legislation and case law, the paper aims to discuss the legal implications for companies and the rights of workers. Furthermore, it highlights the need for more effective labor compliance policies and for human resources management that values clear job descriptions and proper role definitions within organizations. The study also reflects on the consequences of job misclassification for the work environment, such as the deterioration of labor relations, employee demotivation, and the impact on the quality of services provided. The study concludes that job misclassification is a recurring and harmful practice for both workers and organizations, generating legal, emotional, and productivity-related impacts. It emphasizes the need for preventive actions, such as clear job descriptions, compliance policies, and ethical leadership.

    Gestão estratégica e inclusão digital: barreiras no acesso a benefícios previdenciários e propostas de simplificação

    This research examines the digital transformation of the National Institute of Social Security (INSS) in 2019, aiming to assess the progress, constraints, and socio-administrative effects on the bureaucratic simplification and accessibility of social security services in Brazil. The study analyzes the impact of the expansion of the Meu INSS portal, which digitized 90 out of 96 available services, in reducing in-person queues. However, it also highlights structural challenges, such as the digital exclusion of 32.9% of the population without internet access and technical failures that have undermined the system’s reliability. An exploratory-descriptive methodology was adopted, combining documentary analysis of institutional reports, statistics, and case studies on Meu INSS with a critical literature review linking public management, technological innovation, and social security law. The results indicate that digital transformation has been ambivalent, promoting efficiency in urban areas but exacerbating regional and social inequalities, especially among the elderly and rural residents, due to a lack of inclusion policies and infrastructure. A comparative analysis with international experiences revealed the importance of digital literacy, usability, and multichannel strategies for effective digitalization. Proposed measures include digital literacy programs, the expansion of telecenters, a hybrid service system, simplification of the Meu INSS interface, data integration, and regional policies to mitigate digital exclusion and ensure equity. It is concluded that the modernization of the INSS requires a balance between technological innovation and social inclusion, aligned with the constitutional principles of social security, to guarantee universal access to social security rights.
